Notes:

This item is the reward for a small puzzle within the Keep of Mahn-tor. It's unique for two reasons: firstly, the sliver can only be worn by the person that went through the challenge; secondly, you can only ever have four attempts at getting it, if you fail them all then you can never get one. For example, the identify above is a complete fabrication, because Tokai never managed to get one :(

The puzzle takes place in the Glacier Temple within the Frigid Wastelands maze. I would recommend getting hide and invis before you try getting it, it makes things a lot easier. The fastest way there is to go through the Winter Wonderland painting in DAG ( 4s, w, 2n, give 5k coins receptionist, unlock/open n, 2n, e, ne, nw, ne, ne, n, enter, d, e, 2n ). You should now be in the maze. Wander around for a while, scrying or checking exits for 'Within a Glacier Temple'. Find it and go in.

In the temple there are eight mirrors, one in each direction (excluding up and down). To take a shot at getting the sliver, take a random guess and break <direction>. There doesn't seem to be any pattern, just cross your fingers. One of four things will happen.

1. You get moved outside of the temple. Check the exits before you go back in, as they might have shifted.

2. You get transed out to the Black Forest, south of DH.

3. You die. Your corpse stays in the temple, so if you have more attempts left you can probably run naked and screaming back there to CR and have another shot. If it was your final attempt, then you could either supplicate for your corpse or group with someone who is both trustworthy and has not expended all their attempts at getting the sliver so they can go in and loot your corpse for you.

4. You get the sliver! Yay. You get moved out of the temple, which is just fine because now there's no reason to be there.
